In Islamabad, the chairman of the Pakistan Telecommunication Authority (PTA), retired Maj-Gen Hafeezur Rehman, addressed the Senate Standing Committee on Information Technology about the legal uncertainties surrounding internet shutdowns. He acknowledged that restricting internet access is a 'legal grey area' and called for clarification from the ministries of law and interior.
Rehman noted that internet shutdowns have been happening since 2016, but their legality has only recently been questioned. Senators Kamran Murtaza and Humayun Mohmand expressed concerns about the legal framework for blocking internet services and social media platforms. Rehman explained that while the Ministry of Interior can instruct the PTA to block content, the law does not specifically address regional internet shutdowns.
Senator Palwasha Khan raised concerns about slow internet speeds in Pakistan. The committee was informed that expanding the fiber optic network is essential for improving speeds. Rehman emphasized the need for 'fiberisation' to enhance digital infrastructure.
Regarding Virtual Private Networks (VPNs), Rehman clarified that he had not authorized their shutdown. The PTA has started registering VPN service providers, with two companies already applying for licenses. The new licensing category aims to regulate VPNs and monitor traffic, addressing concerns about anonymity.
The PTA receives around 500 complaints daily about harmful content on social media. Rehman stated that while they communicate with social media companies to block such content, enforcement remains a challenge. The committee stressed the need for clear legal guidelines on internet governance and content blocking.
