According to HRCP, 375 media personnel have not received their outstanding payments, despite directives from the Pakistan Electronic Media Regulatory Authority (PEMRA) since August 2024. Some journalists have been waiting for up to nine years for their dues.

The panel suggested measures like stopping advertisements to non-compliant media houses, increasing Implementation Tribunals for Newspaper Employees (ITNE) to five, and ending third-party contracts in media organizations.
