A second delay occurred after attacks by the Baloch Liberation Army (BLA) on CPEC infrastructure. The BLA, a group seeking Baloch independence, has targeted Chinese projects and nationals, including a 2018 bus bombing and a 2023 attack in Gwadar.
The BLA has warned foreign nationals to avoid Balochistan, labeling it a "war zone." In response, the Civil Aviation Authority and the Balochistan government are reviewing security measures before the airport can open. The BLA's Majeed Brigade has pledged to continue opposing Chinese interests, complicating efforts to stabilize the region and attract foreign investment.
