The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, has introduced a new policy where the efforts of District Magistrates (DMs) in attracting investments will be linked to their Annual Confidential Report (ACR). This decision aims to provide an unbiased evaluation of their performance.

Details of the New Policy

Chief Secretary Manoj Kumar Singh explained that DMs and Commissioners are now required to report their efforts in attracting investments. The evaluation will consider factors such as investor security, amenities, and the ease of doing business. Additionally, the timely allotment of land, land subsidies, and the management of land banks will be assessed.

DMs who excel in attracting investments will receive higher grades and special recognition, fostering competition and responsibility among officials. Their performance will be evaluated based on investment efforts and improvements in the credit-deposit (CD) ratio.

Impact on Economic Growth

The initiative is expected to boost economic activities and create job opportunities for the youth. The state’s CD ratio has improved from 47% in 2017 to 60.32% in the 2023-24 financial year, with a target of 65% by the end of the current financial year.

Districts with high CD ratios include Sambhal, Amroha, and Moradabad, while Unnao, Balrampur, and Shravasti have lower ratios. Special plans will be developed to enhance economic activities in these areas.

The initiative aims to not only attract investments but also strengthen the role of officials in the state’s development.
