Uttarakhand DGP Abhinav Kumar Meets Governor Amidst UPSC Panel Dispute
In Dehradun, Uttarakhand’s Director General of Police, Abhinav Kumar, recently visited Governor Lt General (Retd) Gurmit Singh at Raj Bhavan. During this courtesy visit, Kumar discussed the state’s law and order situation. This meeting follows Kumar’s objection to being excluded from a panel submitted by the Uttarakhand government to the Union Public Service Commission (UPSC). Kumar, a 1996 batch IPS officer, has formally raised this issue with the state Chief Secretary, Radha Raturi, claiming that the UPSC’s decision violates a High Court stay order.
Abhinav Kumar explained that he submitted his representation to the state government after a Departmental Promotion Committee (DPC) meeting on September 30. The government is now sending it to UPSC for reconsideration, following legal advice. During the DPC meeting, the Chief Secretary also expressed dissent, which is documented in the meeting minutes. Kumar is hopeful that UPSC will reconsider the Chief Secretary’s dissent note and his representation.
In his representation, Kumar has requested the Home Ministry to ask the state government for a new panel proposal. He mentioned that in 1996, he was assigned to his home cadre in Bareilly. However, after the formation of Uttarakhand in 2000, he opted for the Uttarakhand cadre but was kept in the Uttar Pradesh cadre. Kumar’s request for reconsideration was rejected by the Government of India in 2005, a decision he challenged in court.
