US Imposes New Export Controls on Quantum Computers and Semiconductor Equipment

The United States has introduced new export controls on quantum computers and semiconductor-manufacturing equipment to prevent rivals like China from using advanced technologies. The US Department of Commerce, in consultation with international partners, aims to strengthen relations with like-minded countries.

Under Secretary for the Bureau of Industry and Security, Alan Estevez, stated, “Today’s action ensures our national export controls keep step with rapidly evolving technologies and are more effective when we work in concert with international partners.” He added that aligning controls on quantum and other advanced technologies makes it significantly more difficult for adversaries to develop and deploy these technologies in ways that threaten collective security.

President Joe Biden has urged allied countries to limit China’s access to semiconductor technology. The Netherlands and Japan have also implemented similar restrictions. Dutch Foreign Trade Minister Reinette Klever noted the increased security risks associated with exporting semiconductor-manufacturing equipment in the current geopolitical context.

China’s Ministry of Foreign Affairs has criticized these actions, with spokeswoman Mao Ning stating that they violate market principles and disrupt global supply chains.
