US Embassy’s Christopher Elms Visits Tibetan Community, Urges China to Talk with Dalai Lama
Dharamshala (Himachal Pradesh) [India], August 28: Christopher Elms, spokesperson for the United States Embassy in New Delhi, visited the exiled Tibetan community and called on China to start dialogue with the Dalai Lama or his representatives without preconditions.
During his visit, Elms toured the Tibet Museum, Buddhist monasteries, and the offices of the Central Tibetan Administration. He also met with representatives of Indian and Tibetan media.

Elms highlighted the Resolve Act, passed by the US Congress in June and signed into law by President Joe Biden in July. He stated, “The law is there to protect the human rights of the Tibetan people.” He emphasized that the US still views Tibet as part of China but supports direct negotiations between China and the Dalai Lama.

Elms reiterated the US government’s call for China to engage in direct negotiations with the Dalai Lama or his representatives, noting that it has been 13 years since such talks occurred. He stressed the importance of these negotiations happening without preconditions.
