Supreme Court Orders Delhi, Haryana, and Uttar Pradesh to Assist in Preventing Tragedies Like Old Rajendra Nagar Incident

The Supreme Court of India has directed the governments of Delhi, Haryana, and Uttar Pradesh to support a committee formed to prevent incidents like the recent tragedy in Old Rajendra Nagar, Delhi. A bench of Justices Surya Kant and Ujjal Bhuyan emphasized the need for uniform safety measures in coaching institutes across the National Capital Region.

The court’s direction followed Attorney General R Venkatramani’s information that a committee has been established to prevent unfortunate incidents like the death of people in a coaching institute in Old Rajendra Nagar. The court noted that such problems could arise in other parts of the country and may consider expanding its focus nationwide.

In light of the recent tragedy, the Supreme Court had previously taken suo motu cognizance of safety issues in coaching centres, describing them as ‘death chambers’ that endanger young aspirants’ lives. The court suggested that these institutes should operate through online classes until they fully comply with the fire and safety norms outlined in the Master Plan of Delhi, 2021, and the Unified Building Bye-Laws of Delhi, 2016.

The court recommended that safety norms should include proper ventilation, safety passages, and adequate air and light. Additionally, the court asked the Centre, through the Ministry of Urban Affairs, and the Delhi government to provide explanations regarding the prescribed safety norms and detail any effective mechanisms introduced for compliance. Notices were issued to the central and Delhi governments concerning the safety norms related to the operation of coaching institutes.
