Prime Minister Modi and Vietnam PM Pham Minh Chinh Strengthen India-Vietnam Partnership

Prime Minister Narendra Modi and Vietnam’s Prime Minister Pham Minh Chinh have agreed to further strengthen the Comprehensive Strategic Partnership between India and Vietnam. The leaders emphasized the importance of cooperation in various fields such as trade, technology, and defense.

Key Agreements

The leaders recognized the need for closer cooperation between New Delhi and Hanoi due to current geopolitical realities. They agreed to maintain regular exchanges at all levels and appreciated the multi-dimensional institutional mechanisms between the two countries.

Economic and Trade Cooperation

Both leaders agreed to reinforce cooperation to increase two-way trade, investment, and technological partnerships. They welcomed the signing of the Plan of Action for the implementation of the Comprehensive Strategic Partnership for 2024-2028 and agreed to elevate trade from the current level of around USD 15 billion.

Defense and Security

PM Modi and PM Chinh commended the effective implementation of the Joint Vision Statement on India-Vietnam Defense Partnership towards 2030. They agreed to enhance defense cooperation, which will contribute to greater stability in the Indo-Pacific region.

Development and Technology

The leaders appreciated bilateral development cooperation under the Mekong-Ganga Cooperation framework and the establishment of the Centre of Excellence for Software Development and Training in Ho Chi Minh City. They encouraged greater exchanges in digital technologies, renewable energy, and biotechnology.

Tourism and Connectivity

Both leaders lauded the increase in direct flights between India and Vietnam, which has expanded two-way travel and tourism. They encouraged further connectivity and tourism between the two countries.

International Cooperation

PM Modi and PM Chinh supported the strengthening of the ASEAN-India Comprehensive Strategic Partnership and appreciated Vietnam’s support for India’s permanent membership in the reformed United Nations Security Council.

During his three-day state visit to India, PM Chinh congratulated PM Modi on his historic third-term win and invited him to visit Vietnam.
