President Murmu Revokes Suspension of IPS Officer A Koan

Transfer to Andaman and Nicobar Islands Ordered

New Delhi, July 13: President Droupadi Murmu has revoked the suspension of A Koan, a 2009-batch Indian Police Service (IPS) officer of the AGMUT cadre. Koan was suspended for allegedly misbehaving with a woman tourist at a Goa beach club in 2023.

The Union Ministry of Home Affairs (MHA) has ordered his transfer to the Andaman and Nicobar Islands with immediate effect. The order stated, “With the approval of the Competent Authority, Dr A Koan, IPS (AGMUT:2009) is hereby transferred from Goa and posted to Andaman and Nicobar Islands with immediate effect and until further orders.”

Koan was initially suspended by President Murmu on August 16, 2023, following a report by the Goa Police. The report accused him of misbehaving with a woman tourist at a beach club in North Goa while intoxicated. Goa Chief Minister Pramod Sawant had stated that strict action would be taken against Koan.

On July 11, the MHA issued two separate orders. One order mentioned that the President, after considering the facts and current circumstances, concluded that the continuation of Koan’s suspension was no longer in the public interest. Therefore, his suspension was revoked, and he was reinstated in service.

Another order confirmed Koan’s transfer from Goa to the Andaman and Nicobar Islands. The suspension of Koan had been reviewed multiple times, and his suspension tenure was extended for 180 days beyond February 10, 2024, until August 7, 2024. However, the President decided that the suspension was no longer necessary.

Koan allegedly misbehaved with a female partygoer at a nightclub in North Goa’s Calangute in August 2023. While on medical leave, Koan visited Las Olas Bar and Restaurant and misbehaved with a woman tourist in an inebriated state. A video of the incident went viral.
