Nearly a year after his suspension for allegedly misbehaving with a woman tourist at a Goa beach club, IPS officer Dr. A Koan has been reinstated by President Droupadi Murmu. The Union Ministry of Home Affairs (MHA) has transferred him to Andaman and Nicobar Islands.

Background

Dr. A Koan, a 2009-batch IPS officer from the AGMUT cadre, was suspended on August 16 last year after a report by the Goa Police accused him of misbehaving with a woman tourist at a beach club in North Goa while intoxicated. Goa Chief Minister Pramod Sawant had stated that strict action would be taken against Koan.

Recent Developments

On July 11, the MHA issued two orders. One order stated that the President, after considering the facts and current circumstances, concluded that the continuation of Koan’s suspension was no longer in the public interest and revoked it. The other order transferred Koan to Andaman and Nicobar Islands with immediate effect.

Ongoing Inquiry

The inquiry against Koan is ongoing, with IAS officer V Candavelou and IPS officer Omvir Singh Bishnoi appointed to oversee the disciplinary proceedings. There are no allegations of corruption or criminal proceedings against Koan as of now.

Incident Details

Koan allegedly misbehaved with a female partygoer at Las Olas Bar and Restaurant in North Goa’s Calangute area while on medical leave in August 2023. A video of the incident went viral.
