President Droupadi Murmu Approves New Rules for Jammu and Kashmir’s Lieutenant Governor

The Ministry of Home Affairs has made important changes to the Jammu and Kashmir Reorganization Act, 2019. These changes give more powers to the Lieutenant Governor of Jammu and Kashmir. President Droupadi Murmu has approved these new rules.

Key Changes

The new rules, called the Transaction of Business of the Government of Union Territory of Jammu and Kashmir (Second Amendment) Rules, 2024, will start from July 12, 2024. These rules include:

  • Proposals about police, public order, and anti-corruption must be reviewed by the Lieutenant Governor through the Chief Secretary.
  • The Department of Law, Justice, and Parliamentary Affairs must get approval from the Lieutenant Governor for appointing the Advocate-General and other law officers.
  • Proposals about prosecution or appeals must be placed before the Lieutenant Governor by the Department of Law, Justice, and Parliamentary Affairs.
  • Matters related to prisons, prosecution, and forensic science must be submitted to the Lieutenant Governor by the Home Department through the Chief Secretary.
  • Proposals about posting and transfer of Administrative Secretaries and All India Services officers must be submitted to the Lieutenant Governor by the General Administration Department through the Chief Secretary.

These changes are important as they come before the expected assembly elections in Jammu and Kashmir.
