Patna, Bihar – Patna’s Sub-Divisional Magistrate (SDM) Shrikant Khandekar announced on Thursday that safety standards in coaching centres are being thoroughly checked. This follows an order from the district magistrate to investigate all coaching centres in the area.

SDM Khandekar stated, “As per the instructions of the District Magistrate, safety standards are being checked in coaching centres. We are examining fire NOC, registration, in-out gates, and other safety measures. We have 15 days to investigate and submit the report. Wherever there is a problem, we have been asked to fix it, and coaching centres have been given one month to solve it.”

This investigation was prompted by a tragic incident on July 27, when three civil service aspirants—Shreya Yadav from Uttar Pradesh, Nivin Dalwin from Kerala, and Tanya Soni from Telangana—died after a basement library at Rau’s IAS campus was flooded during heavy rain. The flooding damaged the single biometric entry and exit point, leading to the fatal incident.

In response, the Municipal Corporation of Delhi (MCD) Commissioner Ashwani Kumar met with a delegation of UPSC aspirants and ordered measures to prevent future misuse of basements. The MCD has mandated that all buildings with basements be surveyed, and immediate action, including sealing, be taken against those found misusing them. Separate entry and exit gates for basements are now required, and building plans will be made public to detect violations.

The MCD also ordered the cleaning of stormwater drains and the removal of encroachments above drains and footpaths. Portable pumps and operators will be ready for dewatering vulnerable waterlogging points, and open hanging wires and cables will be surveyed and addressed in coordination with North Delhi Power Limited (NDPL) and Bombay Suburban Electric Supply Limited (BSES).
