Nepal’s New Law to Help War Victims Welcomed by 10 Countries
Ten countries, including the USA, UK, Switzerland, Australia, Norway, Japan, Finland, EU, Germany, and France, have praised Nepal’s progress on the Truth and Reconciliation Commission (TRC) Act amendment. The new law aims to address human rights violations from Nepal’s civil war, which saw 13,000 deaths and 1,300 disappearances.
The amendment ensures truth, accountability, and support for victims. The commission will oversee mediation and reconciliation efforts and make recommendations to the Government to provide reparations, relief, and support to the victims and their families.
However, concerns remain about transparency and justice for former child soldiers. The law’s endorsement follows Nepal President Ram Chandra Paudel’s authentication. The joint statement from the ten countries emphasized the importance of victim participation in decision-making processes for effective implementation of the TRC Act.
The conflict between the Royal Nepal Army and the Communist Party of Nepal ended with a peace agreement, committing to establishing the truth and ensuring justice and reparations for victims. Despite the progress, activists claim the new bill does not address crimes against humanity and war crimes adequately.
The Truth and Reconciliation Commission and the Commission of Investigation on Enforced Disappeared Persons have been inactive for over two years due to the absence of chairpersons and members. Their appointment process will commence with the Act’s endorsement.
