Lt General DP Pandey Discusses Terror Attacks in Jammu and Kashmir
New Delhi [India], September 1: Lieutenant General DP Pandey (Retd), who served as Chinar Corps Commander in Kashmir and Commandant of Army War College, spoke about the increase in terror attacks in Jammu and Kashmir. He explained that terrorists aim to show that peace is fragile and that they can strike at will.
Targets of Opportunity
In an interview, Lt General Pandey stated that the targets are opportunistic, aiming to discredit the current governance and security claims. He said, “They want to tell a message that the peace is still fragile. We are here, and we will operate at will.” He emphasized that the attacks are not specifically aimed at security forces or civilians but are carried out wherever there is an opportunity.
Sporadic Attacks
Lt General Pandey highlighted the sporadic nature of these attacks, noting that they occur over extended periods. “You don’t see a spate of activity; you see these strikes happening over a period of time,” he said. These attacks are spread out to announce the terrorists’ presence and to suggest that the security system is not effective enough.
Lack of Local Leadership
On the support received by the terrorists, Lt General Pandey mentioned that there are no local leaders in the Union Territory. He said, “There are no local leaders; there are no local efforts which are surviving today in which they can calibrate control operations.” He added that the control of orders comes from external sources, not locally.
