Japan and EU Form Security Partnership Amid Rising Tensions
On Friday, Japan and the European Union (EU) finalized a significant security and defense partnership. This agreement comes in response to growing tensions with China and concerns over its support for Russia’s actions in Ukraine. The announcement was made during the inaugural Japan-EU Foreign Ministers’ Strategic Dialogue in Tokyo, attended by EU’s foreign policy chief Josep Borrell and Japanese counterpart Takeshi Iwaya.
Historical Agreement
Borrell described the agreement as “historical and very timely,” marking the first of its kind between the EU and a country in the Asia-Pacific region. The partnership aims to enhance naval cooperation through joint exercises and port visits, potentially involving other countries. It also includes discussions on advancing defense initiatives and information exchanges related to the defense industry.
Global Security Concerns
Katsuya Yamamoto from the Sasakawa Peace Foundation emphasized that the agreement sends a message to China and neighboring countries about the united front of Europe and the Indo-Pacific. The partnership highlights global security challenges, not just regional ones.
China and Russia’s Growing Ties
Following Russia’s invasion of Ukraine, China and Russia have strengthened their relationship, including military cooperation. In September, they conducted joint military exercises near Japan. Japan’s Prime Minister Shigeru Ishiba expressed concerns about China’s potential actions towards Taiwan, similar to Russia’s invasion of Ukraine.
Regional Tensions
China’s recent naval exercises in the South China Sea and overlapping claims with Japan in the East China Sea have heightened tensions. The EU-Japan agreement aims to address threats in these areas, including the Taiwan Strait, through information sharing and countering hybrid warfare.
Future Security Collaboration
Analysts suggest that Europe’s role in East Asian security may grow, especially if former US President Donald Trump is re-elected. Regardless of the US presidential election outcome, Japan and Europe’s security cooperation is expected to continue, benefiting the US as well.
