HRCP Urges Pakistan to Enforce Anti-Torture Law and Address Blasphemy Law Issues

The Human Rights Commission of Pakistan (HRCP) has called on the Pakistani government to implement the anti-torture legislation and address issues with the blasphemy laws.

Anti-Torture Legislation

HRCP emphasized the need for mechanisms to report and address custodial torture. They criticized the lack of progress on the Torture and Custodial Death (Prevention and Punishment) Act of 2022, calling it a ‘shocking lapse in the state’s responsibility towards its citizens.’

HRCP stated, ‘This act must be made functional with its rules and mechanisms instituted at once.’ They also stressed the importance of stopping political and social norms that encourage custodial torture and raising public awareness about the right to freedom from torture.

Blasphemy Law Issues

Activists like Joseph Jansen and Ashiknaz Khokhar highlighted the misuse of blasphemy laws. Jansen noted that the existing blasphemy laws do not guarantee a fair trial and religious freedom, and the accuser often enjoys impunity despite presenting false evidence. Khokhar pointed out that digital media and social platforms in Pakistan have become sources of false accusations of blasphemy, targeting religious minorities.

HRCP and activists stressed the need for fair trials and protection of religious minorities to align with international human rights standards.
