Haryana CM Nayab Singh Saini Announces Reservations for Backward Classes in Local Bodies
Chandigarh (Haryana), August 5: In a significant move towards social justice, the Haryana government, led by Chief Minister Nayab Singh Saini, has decided to provide reservations for Backward Classes of Citizens Block B (Schedule-II) in Panchayati Raj Institutions (PRIs) and Municipalities across the state.
The decision is based on recommendations from the Haryana Backward Classes Commission. Currently, the BC-A population in Haryana is 18.93%, and the BC-B population is 15.05%. The State Cabinet has accepted a report outlining the proportion of reservations for Backward Classes Block B in PRIs and Municipalities.
Reservations in Panchayati Raj Institutions
For Panchayati Raj Institutions, the report recommends that the office of Panch in every Gram Panchayat be reserved for Backward Classes (B). The number of reserved seats will be proportional to half the percentage of the BC-B population in the Gram Sabha area. If the decimal value is 0.5 or more, it will be rounded up to the next higher integer. Every Gram Panchayat will have at least one Panch from BC-B if their population is at least 2% of the total population.
Additionally, 5% of the total number of Sarpanch offices in a block will be reserved for BC-B, rounded up if the decimal value is 0.5 or more. The offices of members in every Panchayat Samiti and Zilla Parishad will also be reserved for BC-B, proportional to half the percentage of the BC-B population in the respective areas.
Reservations in Municipalities
For Municipalities, the report recommends that the office of Councilors in every Municipal Corporation, Municipal Council, and Municipal Committee be reserved for BC-B. The number of reserved seats will be proportional to half the percentage of the BC-B population in the urban local area. If the decimal value is 0.5 or more, it will be rounded up to the next higher integer. Every municipality will have at least one Councilor from BC-B if their population is at least 2% of the total urban population.
Furthermore, 5% of the offices of Mayors/Presidents in Municipal Corporations, Municipal Councils, and Municipal Committees will be reserved for BC-B, rounded up if the decimal value is 0.5 or more.
The report also states that the reservations for Backward Classes Block-A will remain unchanged.
