Dubai [UAE], September 11: Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, Acting Minister of Higher Education and Scientific Research, participated in the 10th BRICS Labour and Employment Ministerial Meeting in Sochi, Russia. The two-day event focused on global labour market developments and included key figures like the Director-General of the International Labour Organisation (ILO) and the Secretary-General of the International Social Security Association (ISSA).

UAE’s Commitment to Education and Labour Market

Dr. Al Awar emphasized the UAE’s dedication to creating a competitive, knowledge-based labour market. He noted that 16% of the federal budget for 2024 is allocated to education, and the National Strategy for Higher Education 2030 aims to equip future generations with essential skills. He highlighted the importance of career guidance and lifelong vocational education amid rapid market changes.

Support for Emirati Citizens

Al Awar discussed the Emirati Talent Competitiveness Council’s policies and the Nafis programme, which has increased Emirati employment in the private sector by 217% since September 2021. He also mentioned the rise of remote work and the legal protections for remote employees under UAE law.

Digital Economy and Labour Market Competitiveness

The UAE aims to double the digital economy’s GDP contribution from 9.7% in 2022 to 19.4% over the next decade. Al Awar noted that the UAE ranks first globally in employment, labour dispute resolution, and working hours according to the IMD World Competitiveness Yearbook 2024. Women’s workforce representation has increased by 14%.

Worker Safety and Social Security

The UAE has implemented policies to ensure worker safety, including a ban on outdoor work during midday hours in summer. The country also has a comprehensive social security strategy covering 98% of workers, a Wage Protection System, and an expanded health insurance programme starting in 2025.

The UAE delegation included Shayma Alawadhi, Assistant Undersecretary for Communication and International Relations, and other Ministry officials.
