Delhi Lieutenant Governor VK Saxena Urges Action on Pending CAG Reports

Delhi Lieutenant Governor VK Saxena’s secretariat has written to the Chief Secretary of Delhi, asking him to take necessary steps to present all pending CAG reports during the upcoming Assembly session on September 26 and 27. The LG secretariat also requested the Chief Secretary to inform the Chief Minister and seek her action on this matter.

The LG secretariat has also written to the Principal Secretary (Finance) to ensure the presentation of the ‘Performance Audit Report of the CAG on Public Health Infrastructure and Management of Health Services’ related to the Government of National Capital Territory of Delhi (GNCTD).

Currently, 12 CAG reports are pending since 2021. These reports cover various issues including state finances, prevention of vehicular air pollution, public health infrastructure and services, regulation and supply of liquor, children in need of care and protection, revenue in economic, social and general sectors, public sector undertakings, finance accounts, and appropriation accounts.

The LG secretariat mentioned that it has received letters from the CAG to enable the presentation of these reports in the Legislative Assembly of Delhi. Despite multiple requests to the Finance Department, GNCTD, Speaker (Vidhan Sabha), and the Chief Minister, no proposal for presenting these CAG reports before the Assembly has been submitted by GNCTD to the LG, who is constitutionally responsible for laying them in the Vidhan Sabha.

Chief Secretary -: The Chief Secretary is the top official in the state government. This person helps in making sure that the government’s plans and policies are carried out.

Assembly session -: An Assembly session is a meeting where elected representatives discuss and make decisions about laws and policies. In Delhi, this happens in the Delhi Legislative Assembly.

Principal Secretary (Finance) -: The Principal Secretary (Finance) is a senior official who manages the financial matters of the state. This person helps in planning and controlling the budget and expenses.

Performance Audit Report -: A Performance Audit Report is a detailed review of how well a government service or project is working. It helps to find out if the resources are being used efficiently and effectively.

Public Health Infrastructure -: Public Health Infrastructure includes hospitals, clinics, and other facilities that provide health services to people. It also includes the systems and resources needed to keep people healthy.

State finances -: State finances refer to the money that the state government earns and spends. This includes taxes, grants, and other sources of income, as well as expenses on public services and projects.

Air pollution -: Air pollution is when harmful substances like smoke and chemicals are present in the air. It can cause health problems and harm the environment.
