Delhi LG VK Saxena Approves Prosecution of IAS Officer Udit Prakash Rai for Forgery
New Delhi [India], August 8: Delhi Lieutenant Governor VK Saxena has granted permission to prosecute IAS officer Udit Prakash Rai. Rai is accused of forging the signatures of the Chief Secretaries of Delhi and Andaman and Nicobar Administration on his Annual Performance Appraisal Reports (APAR) during different periods of his posting.
The LG has also recommended the case to the Ministry of Home Affairs (MHA) for further action. According to an official statement from the LG office, Rai, a 2007 IAS officer, forged the signatures of his reviewing authority between 2017 and 2021. A criminal case of forgery has been registered against Rai at IP Estate Police Station, based on a complaint from the Special Secretary (Vigilance), GNCTD.
Rai was posted as Director (Education) in the GNCTD and was considered a close confidant of the Kejriwal-led AAP Government. He allegedly forged the signatures of his reporting authority, H Rajesh Prasad, and the reviewing authority, Vijay Kumar Dev, on his APARs for the period from August 31, 2020, to March 31, 2021.
During the investigation, it was found that Rai filled his APARs manually, citing technical glitches with the online SPARROW Portal. However, two officers, Anindo Majumdar and Vijay Kumar Dev, denied reviewing Rai’s APARs and confirmed that the signatures were forged. The FSL report also confirmed that the signatures did not match.
Given the seriousness of the matter, the LG recommended disciplinary and criminal action against Rai, who is now posted in Mizoram and under suspension. Rai is also under suspension for another corruption case involving graft money and the demolition of a heritage structure for his official residence.
