Delhi High Court Orders E-Mulakat for Masasasong AO in Tihar Jail

The Delhi High Court has directed Tihar jail authorities to provide an E-Mulakat facility to Masasasong AO, who is in custody for alleged terror activities. Masasasong, linked to the National Socialist Council of Nagaland-Isac Muivah (NSCN-IM), was charge-sheeted by the NIA in 2020. Justice Sanjeev Narula ordered the setup of necessary infrastructure for E-Mulakat, allowing conversations to be recorded. The court emphasized compliance with Delhi Prisons Rules, 2018, and scheduled the E-Mulakat after two weeks from October 1. The case will be further heard on November 7.

Background

Masasasong AO, accused under the Unlawful Activities (Prevention) Act, 1967, has been in custody since 2020. He challenged a circular denying telephone and E-Mulakat facilities without NIA’s approval. The NIA cited potential influence on witnesses as a reason for denial. Advocate M.S. Khan, representing Masasasong, stated that his client has no objection to recorded conversations, waiving his privacy rights.
