Delhi High Court Orders Cleanup Before DUSU Vote Counting
The Delhi High Court has directed Delhi University to commence the counting of votes for the Delhi University Student Union (DUSU) elections by November 26. This is conditional upon the cleanup and repainting of all defaced public and private properties within a week. The bench, comprising Chief Justice Manmohan and Justice Tushar Rao Gedela, also instructed the university and students to submit a report confirming the restoration of these properties within 10 days.
The court was responding to a petition by Prashant Manchanda, who raised concerns about property defacement during the DUSU elections. Previously, the court expressed dissatisfaction with candidates’ behavior, highlighting the need for them to be role models. Incidents of road barricading and reckless driving during the campaign led to the court summoning the students to help restore the university’s sanctity.
The court ordered each candidate to clean their respective colleges. Candidates’ counsel stated that efforts to improve campus conditions were already in progress, and university representatives confirmed ongoing cleanup initiatives. The court noted candidates’ remorse and their commitment to removing posters, hoardings, banners, and graffiti from the university and city areas.
The court required candidates to file affidavits with photos as proof of their cleanup efforts and to undertake beautification projects on both the North and South campuses. They must also assure that they will avoid such activities in the future. The court had previously suspended the vote counting due to these violations. On September 26, the court allowed the elections to proceed but halted the vote counting until property restoration was assured.
