Chinese Scholars Propose Plan for Taiwan Governance in Case of CCP Takeover
Chinese scholars at Xiamen University have suggested a plan to Beijing for governing Taiwan if the Chinese Communist Party (CCP) were to take over. The plan, detailed in a report from Xiamen University’s Cross-Strait Institute of Urban Planning, includes setting up a ‘shadow government’ in Xiamen to prepare for Taiwan’s rapid political integration into China.
The report, released in July but later deleted from the institute’s website, acknowledges that the ‘one country, two systems’ policy used for Hong Kong is no longer viable for Taiwan. Instead, it recommends a rapid full integration process. The plan includes establishing a ‘Central Taiwan Work Committee’ in Beijing, which would act as a proto-provincial government for Taiwan and could be moved to Taipei after an invasion.
Additionally, the report advises creating a Taiwan Governance Experimental Zone in Fujian, which already hosts the Cross-Strait Integration and Development Demonstration Zone. Two areas, Xiamen’s Xiangan District and Nanan City in Quanzhou, are identified as suitable for developing the administrative experience of a shadow Taiwan government. These locations could simulate Taiwan’s geographical and social conditions for policy experimentation.
The primary objectives of the hypothetical Taiwan Central Work Committee are to smooth the transition of power and recruit and train ‘anti-independence forces’ in Taiwan. These individuals would receive on-the-ground training as CCP cadres to help subjugate every region of Taiwan.
