CBI Takes Over Investigation of UPSC Aspirants’ Deaths in Delhi
The Central Bureau of Investigation (CBI) has taken over the investigation into the tragic deaths of three UPSC aspirants who drowned in the basement of a coaching center in Delhi’s Old Rajinder Nagar. This decision came after the Delhi High Court identified flaws in the Delhi Police’s investigation and raised concerns about potential corruption by public servants.

The CBI has named Abhishek Gupta, the co-owner and CEO of Rau Coaching Centre, as the only accused in the case. Gupta had leased the building where the incident occurred. He faces charges under sections related to culpable homicide not amounting to murder, causing death by negligence, voluntarily causing hurt, negligent conduct regarding building maintenance, and common intention.
The FIR against Gupta was registered under sections 105/106(1)/115(2)/290/3(5) of the Bharatiya Nyaya Sanhita (BNS), 2023, by taking over the original FIR dated July 28, 2024, from PS Rajinder Nagar, New Delhi.
Court’s Directives
Last week, the Delhi High Court transferred the investigation to the CBI, citing the seriousness of the incidents and the potential involvement of corruption. The court also directed the Central Vigilance Commission (CVC) to appoint a senior officer to oversee the CBI probe.
Additionally, the Delhi High Court instructed the Municipal Corporation of Delhi (MCD) Commissioner to ensure that drains in the area are functional and to increase their capacity if necessary. The court also ordered the immediate removal of encroachments and illegal constructions, including those on stormwater drains.
