They issued a strong statement against terrorism, known as the Kazan Declaration. Russian President Vladimir Putin announced that this declaration will be shared with the United Nations as a significant expression of global unity.

The Kazan Declaration condemns terrorism in all forms and stresses that it should not be linked to any religion, nationality, or ethnic group. The leaders emphasized the need for a balanced approach to tackle terrorism globally and regionally, respecting each nation’s priorities and sovereignty.

The declaration also calls for the quick adoption of the Comprehensive Convention on International Terrorism within the UN framework and urges action against all UN-designated terrorists. The leaders highlighted the importance of a peaceful resolution in Afghanistan to enhance regional security and stability. They advocate for Afghanistan to be free from terrorism and stress the need for humanitarian aid and protection of fundamental rights for all Afghans.

The BRICS nations pledged to strengthen counter-terrorism cooperation and welcomed the efforts of the BRICS Counter-Terrorism Working Group. They also committed to combating illicit financial activities and emphasized the importance of international cooperation to prevent such crimes.

Additionally, the leaders called for enhanced dialogue on money laundering and terrorism financing, involving relevant stakeholders. They stressed the importance of creating safe environments for young people to prevent their involvement in illegal activities.
