Assam CM Launches Mission Basundhara 3.0
On October 20, Assam Chief Minister Himanta Biswa Sarma introduced Mission Basundhara 3.0 in Guwahati, aiming to provide land rights to indigenous people. The event took place at Srimanta Sankardev Kalakshetra. CM Sarma highlighted the mission’s goal to grant land ownership to priority groups and enhance transparency in land services.
Background and Achievements
Mission Basundhara began on October 2, 2021, to address land rights for indigenous communities. The first phase processed eight lakh applications in nine months. The second phase, launched in November 2022, granted land rights to over two lakh people within a year.
Key Features of Mission Basundhara 3.0
The new phase requires three-generation ancestry for land rights, except for SC, ST, Tea Tribes, and Gorkhas. The premium rate for city dwellers is reduced to 3% of zonal valuation. The initiative includes digitizing land services and publishing maps.

CM Sarma announced upcoming land reforms and the issuance of Land Passbooks. He also launched the Project Closed User Group (CUG) for efficient communication during emergencies and the Revenue Department’s Digidoc for document management. Financial grants were given for digital upgrades of Mouzadars’ offices.
