In Lucknow, Uttar Pradesh, Samajwadi Party leader Akhilesh Yadav expressed strong criticism towards the Bharatiya Janata Party (BJP) following a recommendation by the National Commission for Protection of Child Rights (NCPCR). The NCPCR suggested that state funding for Madrasas should be halted. Yadav accused the BJP of attempting to alter constitutional systems and fostering divisions among castes and religions.

Yadav stated, “This country belongs to everyone – the constitution gives us the rights. Whatever system has been established by the constitution, they (BJP) want to change that. They are the people who want to do politics over – hatred, by creating conflicts between castes, and religions. But they won’t succeed, people of the country, intellectuals of the society now understand that the discriminatory politics of the BJP won’t go long.”

NCPCR’s Report on Madrasas

Earlier, the NCPCR sent a letter to Chief Secretaries and administrators of all states and Union Territories. The letter discussed the Commission’s report titled ‘Guardians of Faith or Oppressors of Rights: Constitutional Rights of Children vs. Madrasas’. This report, consisting of 11 chapters, examines the history of Madrasas and their impact on children’s educational rights.

The NCPCR recommended stopping state funding for Madrasas and closing Madrasa Boards. The Commission emphasized the importance of inclusive education as per the Right to Education (RTE) Act, 2009, and highlighted a conflict between children’s fundamental rights and minority community rights.

The Commission also noted that simply having a Board or UDISE Code does not ensure compliance with the RTE Act. The recommendation to stop funding is subject to a Supreme Court judgment on a related case in Uttar Pradesh.
