The All India Consumer Products Distributors Federation (AICPDF) has written a letter to Piyush Goyal, expressing concerns over the rapid growth of quick commerce platforms. This comes after Union Commerce and Industry Minister Piyush Goyal stated that E-commerce companies are harming small retailers.

Concerns Over Quick Commerce

The AICPDF highlighted that platforms like Blinkit, Zepto, and Instamart are posing significant challenges to traditional retail and the established fast-moving consumer goods (FMCG) distribution network in India. They acknowledged the role of innovation and technology but stressed that the unchecked expansion of these platforms is disrupting the retail ecosystem.

Impact on Small Retailers

The federation noted that small ‘mom and pop’ stores are being eroded, and the FMCG distribution landscape is shifting as these platforms are increasingly appointed as direct distributors by major FMCG companies, sidelining traditional distributors.

Compliance Issues

The AICPDF also raised serious concerns about the compliance of these platforms with India’s Foreign Direct Investment (FDI) rules. They suggested that these platforms might be engaging in practices that blur the lines between a marketplace and an inventory-based model, potentially violating FDI norms.

Union Minister’s Concerns

On August 21, Union Minister Piyush Goyal raised concerns about the functioning of the E-commerce sector. He accused E-commerce players of predatory pricing and not providing a level playing field for small retailers by offering heavy discounts on products.
