Focus on Rural Entrepreneurship and Development

Uttarakhand Chief Minister Pushkar Singh Dhami participated in the 9th NITI Aayog Governing Council meeting held at the Rashtrapati Bhavan Cultural Centre in New Delhi. The meeting was chaired by Prime Minister Narendra Modi.

Promoting Rural Entrepreneurship

CM Dhami emphasized the importance of promoting entrepreneurship in rural areas to achieve the vision of a ‘Viksit Bharat’. He mentioned that cluster-based incubation centers and growth centers are crucial for this goal. Uttarakhand has already established two rural incubation centers and 110 growth centers as a pilot project. Dhami requested the Central Government for technical and financial support to set up more incubation centers.

Energy and Water Conservation

To address energy shortages, Dhami requested approval for hydropower projects of less than 25 MW capacity and a 24% capital subsidy for small hydropower projects in Himalayan and North-Eastern states. He also highlighted the need for lift irrigation in the ‘PM Krishi Sinchai Yojana’ guidelines. Dhami stressed the importance of water conservation and increasing groundwater levels, mentioning the formation of the Spring and River Rejuvenation Authority in Uttarakhand.

Urban Development and Technology

Dhami pointed out the need for developing ‘counter magnet areas’ between cities to manage urban population growth. He also emphasized the importance of AI and quantum readiness for research, development, and innovation to achieve the ‘Viksit Bharat’ vision by 2047.

Achievements and Requests

Dhami thanked the Prime Minister for the special financial provisions in the Union Budget and noted that Uttarakhand secured the first position in the Sustainable Development Goals Index ranking. He requested special financial assistance and technical support from the Central Government for various initiatives.

Meeting Theme

This year’s NITI Aayog meeting theme is ‘Viksit Bharat@2047’, focusing on making India a developed nation by 2047. The Governing Council discussed the approach paper for the vision document on ‘Viksit Bharat@2047’.
