Jammu and Kashmir DGP RR Swain Talks About Terrorism and Politics in the Valley

Jammu and Kashmir Director General of Police, RR Swain, spoke on Monday about the recent increase in terrorist attacks. He explained that Pakistan had infiltrated important aspects of civil society with the help of regional politics in the Valley.

Addressing students at the Indian Institute of Management, DGP Swain said, “Pakistan successfully infiltrated all important aspects of civil society, thanks to so-called mainstream or regional politics in the Valley. There is ample evidence to show that many had owned the art of running with the hare and hunting with the hound, which left both the common man and the security bewildered, frightened, and confused.”

He mentioned that visiting the homes of killed terrorists and expressing sympathy in public was normal. While new recruits in terrorism were eliminated, those who facilitated recruitment and arranged finances were never investigated. SP rank officers were arrested and jailed alongside terrorists for crimes they had never committed. The drowning of two girls in 2014 was hijacked by narrative terrorism, leading to hartals and rioting for many weeks. A detailed investigation by the CBI and verified by AIIMS forensics proved it was an accident.

DGP Swain pointed out that mainstream political parties had started cultivating leaders of terror networks to further their electoral prospects. He emphasized that the government’s strategy, supported by security forces and the population, has curbed this duplicity. “It is the unflinching stance and strategy of the Government of India and security forces backed by a population since last several years that this duality and dubious duplicity has been put to an end or an attempt has been made towards it which has put the national security adversary to the back foot,” he said.

Swain added, “It is the call of the highest level of policy-making that political and economic opportunity would no longer be prerogative of privileged few but will be available to all.”
