US Expands Uyghur Forced Labor Prevention Act List
The US Department of Homeland Security (DHS) has added several textile companies from the People’s Republic of China (PRC) to the Uyghur Forced Labor Prevention Act (UFLPA) Entity List. This move, announced on November 2, aims to combat forced labor practices against Uyghurs in the Xinjiang region.
Key Companies Affected
The US Customs and Border Protection will block products from Esquel Group, Guangdong Esquel Textile Co., Ltd., and Turpan Esquel Textile Co., Ltd. Additionally, Changji Esquel Textile Co., Ltd. will be removed from section one of the UFLPA list, prohibiting its products from entering the US.

Secretary of Homeland Security Alejandro N. Mayorkas stated, “Through today’s expansion of the Entity List, we enable American businesses to better assess their supply chains and ensure they do not profit, directly or indirectly, from the use of forced labour.”
Under Secretary for Policy Robert Silvers, chair of the Forced Labor Enforcement Task Force, emphasized, “We are uncompromising in removing forced labour from U.S. supply chains. Our enforcement efforts are yielding results.”
Broader Implications
The DHS has added 78 entities to the UFLPA list since December 2021, covering industries like agriculture, chemicals, textiles, and electronics. This list is part of US efforts to hold the PRC accountable for human rights violations against Uyghurs and other groups in the Xinjiang Uyghur Autonomous Region.
