Key Figures: Dr. Vivek Joshi and Sanjiv Chaturvedi

The Uttarakhand High Court has issued contempt notices to Dr. Vivek Joshi, Secretary of the Department of Personnel and Training in the Government of India. This action was taken following a petition by Sanjiv Chaturvedi, an Indian Forest Service officer from the Uttarakhand cadre.

Background of the Case

Justice Alok Verma issued the notices on October 23, after Chaturvedi filed a contempt petition regarding non-compliance with a previous court order from September 3. The court had directed the Central Government to provide records related to Chaturvedi’s empanelment process at the Joint Secretary level, which was decided on November 15, 2022.

The High Court has instructed that steps be taken within a week, with the next hearing scheduled for December 19. Chaturvedi personally appeared in court to argue his case, alleging that the orders were being ‘willfully defied’ despite notifying the Secretary through letters.

Previous Court Orders and Allegations

In a previous judgment, the Uttarakhand High Court had ordered the Central Government to provide Chaturvedi with records related to his empanelment. The Central Government had not approved his empanelment for the Joint Secretary position. Chaturvedi cited his outstanding performance and various favorable court orders as evidence of his integrity and alleged persecution for his honest work.

Earlier, contempt notices were issued to other officials, including Ms. Leena Nandan, Secretary of the Ministry of Environment, Forest and Climate Change, and senior CBI officers, with some cases still pending.
