Introduction

In Jammu and Kashmir, Lieutenant Governor Manoj Sinha has distributed responsibilities to the newly appointed ministers in Chief Minister Omar Abdullah’s cabinet. This decision was formalized in an order dated October 17.

Ministerial Assignments

According to the order, Surinder Kumar Choudhary, the Deputy Chief Minister, will oversee Public Works, Industries & Commerce, Mining, Labour & Employment, and Skill Development. Sakeena Masood (Itoo) is responsible for Health & Medical Education, School Education, Higher Education, and Social Welfare. Javed Ahmed Rana will manage Jal Shakti, Forest, Ecology & Environment, and Tribal Affairs. Javid Ahmad Dar is assigned Agriculture Production, Rural Development & Panchayati Raj, Cooperative, and Election. Satish Sharma will handle Food, Civil Supplies & Consumer Affairs, Transport, Science & Technology, Information Technology, Youth Services & Sports, and ARI & Training. Any unassigned departments will remain under the Chief Minister’s control.

Political Context

The NC-Congress alliance emerged victorious in the recent assembly elections, with JKNC winning 42 seats and Congress securing six. Omar Abdullah, who previously served as Chief Minister from 2009 to 2014, chaired his first cabinet meeting at the Civil Secretariat in Srinagar. The elections, held after a decade, were the first since the abrogation of Article 370. The BJP won 29 seats, the People’s Democratic Party three, and other parties and independents shared the remaining seats.
