Kolkata Police Enforces Restrictions for Immersion Carnival on Red Road
The Kolkata Police have implemented Section 163 of the Bhartiya Nagarik Suraksha Sanhita (BNSS), 2023, at nine key locations in the city, including Rani Rashmoni Avenue near RG Kar Medical College and Hospital. This action aims to prevent unlawful gatherings of five or more people during the Immersion Carnival on Red Road.
According to an official statement, the restrictions are necessary to prevent any danger, obstruction, or inconvenience to the public during the event. The order, dated October 14, prohibits rallies, meetings, processions, dharnas, demonstrations, and gatherings to ensure public peace and tranquility.
The Hon’ble Court, in an order dated October 11, 2024, directed that the carnival, organized by the government as a yearly ritual, should not be disrupted. Manoj Kumar Verma, the Commissioner of Police, Kolkata, and Executive Magistrate for the Kolkata Metropolitan area and South 24 Parganas, has banned gatherings of five or more people in designated areas. The order also forbids carrying weapons like lathis that could incite violence.
Violating this order will be punishable under Section 223 of the Bharatiya Nyay Sanhita (BNS), 2023. The restrictions are in place to maintain public peace during the Immersion Carnival. Meanwhile, a protest called “Droho Carnival” is expected at Rani Rashmoni Avenue, which could disturb public tranquility.
