India’s pharmaceutical sector is under threat due to the rising import of substandard Isopropyl Alcohol (IPA) from China. IPA is crucial for disinfecting and cleaning medical devices, but the lower-purity, non-pharmacopoeia grade IPA from China poses health risks and challenges India’s self-reliance.

Vikas Biyani, an expert in FDA regulatory compliance, highlights that the influx of cheap, substandard IPA undermines India’s Atmanirbhar Bharat initiative, making it hard for local producers to compete. By the end of FY 2023, Chinese imports accounted for 64% of India’s IPA supply, up from 57% in FY 2020.

Vijaykumar S. Singhavi, a pharmaceutical technology expert, warns that substandard IPA can compromise drug safety and effectiveness, leading to higher costs and reduced efficiency. The Directorate General of Trade Remedies (DGTR) has recommended anti-dumping duties on Chinese IPA to protect domestic industries.

The DGTR’s investigation supports imposing duties to prevent unfair competition and maintain consumer choice. The finance ministry is reviewing these recommendations. India’s pharmaceutical exports, valued at Rs 2.32 trillion in FY 2022-23, are vital for its global reputation. Regulating imports and supporting local industries is crucial for maintaining competitiveness.
