Lok Sabha Speaker Om Birla Inaugurates 21st CPA Zone III Conference in Mizoram
The 21st Commonwealth Parliamentary Association (CPA) Zone III Conference was inaugurated by Lok Sabha Speaker Om Birla at the Mizoram Legislative Assembly Complex in Aizawl. The event took place on Friday and saw the participation of several notable figures, including Deputy Chairman of Rajya Sabha Harivansh, Chief Minister of Mizoram Lalduhoma, Speaker of Mizoram Legislative Assembly Lalbiakzama, and Speaker of Nagaland Legislative Assembly Sharingain Longkumer.
Members of the Mizoram Legislative Assembly and nine Presiding Officers from the North-Eastern States also attended the inaugural session. The Executive Committee of CPA (Zone III) held a meeting the day before the conference.
Conference Themes
The main theme of the conference is “Fostering the Legislative Sanctity.” Sub-themes include the inclusion of the Northeast Region in the India-ASEAN Vision for Trade and Cooperation and merging the Ministry of Development of North Eastern Region (DONER) with the North Eastern Council (NEC) for better strategic planning and coordination.

Established in 1911, it aims to strengthen democratic governance and the parliamentary system. CPA India Region, established in 2004, has 31 Member Branches, including the Parliament of India and 30 State/Union Territory Legislatures.
Development in the North-Eastern Region
The North Eastern Council was formed in 1971 for the socio-economic development of the region. The Ministry of DONER was established in 2001, and the Look East Policy, adopted in 1992, evolved into the Act East Policy in 2014 under Prime Minister Narendra Modi. The region has seen increased central expenditure and priority under many Central schemes.
